Hes not completely right. If one of you were 18 and the other wasn't, that would be illegal. Hes right there.

But the age of consent varies from state to state. In my state, age of consent is 16. That means, until you are 16, you don't have the right to have sex with anyone, regaurdless if they are under 18 or not.

But no one ever gets caught....you and your girlfriend could have sex all you want and never get in trouble for it. Your girlfriend isn't stupid. She knows this. She just simply, for whatever reason, does not want to have sex with you.
