Making an Oscar-nominatable flash doesn't sound too hard.
After developing the hard parts (plot, scripting, storyboarding, etc.) you could film it all in real-time, then trace each frame individually and use Adobe Illustrator's mesh tool to photorealistically render the frame. Then it's just a matter of importing the frames into, and running them together in flash, plus adding voiceovers and soundtracks.
It would look great, but it would have to be 24 fps, and it would take a team of 100 people 216 days to make a 30-minute film.
So really, all you need is the manpower, necessary supplies, and the time.
