I don't think that it's always fair to judge on age. I like to think I am fairly mature (I'm 12), and yet some 20 year olds are extremely mature. Although yes, I havent met many underage users that are mature or funny.

Theres a reason they have 13+ its not cause they do it just too do it.. Its because 13 year olds have horrible grammer mistakes, are annyoing, and are stupid.. we should make a list for all the mods to ban of people that are underage.

When you get to be my age though it slowly turns into nyone under 18 is annoying though..
