Make your material more popular?

You know how everytime someone submits their material and then rates five automatically and then someone else comes around and rates it some number thats lower than your original rating and you dont know what they rated you, for all you know they could have rated you 0. It gets frusterating. But what if you waited for that jack ass to come around before you rate it yourself? Would your score be higher if you let him/her rate it first and then rated it yourself rather than being the first to rate it and have someone else come along and rate it somthing else?

for example
Current score: 0
Your rating: 5.00
Other guys rating: ???
Current score 2.15

I wander what would happen if it went in this order

Current Score: 0
Other guys rating: ???
You're rating: 5.00
Current score: [insert score here]

Does it matter what order it goes in? Who rates first and secondly? Would your score be higher if you were second to rate your material or does it have the same outcome either way?
