Definitely. Not a second of copyrighted audio can be used in your tracks I'm afraid, as they'll violate the license.
The good thing about Newgrounds, however, is that you can always get what you need, royalty-free, from this very site. I'd be willing to bet quite a few voice actors over here would have no problem with recording themselves saying whatever you need spoken and some will most likely do it for free as well.
If you look through this thread you might find someone to suit your needs and record the movie dialogues/speeches. Sure, the voice actors' versions may not be good as the original source, but it's much better than risking a ban for using a few seconds of copyrighted audio, am I right?
