Okay, I'm bearing in mind that you have specified that this is a "toon character", and therefore, could be excused from most anatomical proportion....
But you need to fix those feet... They're both pointing off to one side, which would imply that your character has broken both of his ankles.
Also, the hands look like garden forks... Does he have thumbs?
You might also want to try a more interesting pose. A guy simply standing there in "idle" position, although good for character design and notes, shouldn't be used in a final draft.
Last note - Eyebrows?
