An unscouted user can only submit 20 (or 30?) submissions to the art portal. If they want to post more, they should delete some of their worst stuff.

If so. What are these limits? I have checked out the art FAQ and nothing about increased and decreased limits are mentioned. Nor is there anything to suggest what the limit would be when going to upload.
The image size must be within 16x16px, to 14 million px^2.
