I think people should really reconsider what this whole scouting thing is about.
I see people boasting about how many people they scouted and others whining about how they lost their 56 scout count or whatever. That's hardly the idea, I think. Personally, I don't really plan on scouting anyone. But if I see a really good piece of art from someone that seems trustworthy, then I might scout him. In a month time I don't see myself having more than five scouts or so. That's how it should be, I think. Maybe abit more for the users that enjoy sifting through unscouted art, but definately not fifty scouts in mere days. That's ridiculous.
In any case, the entire attitude regarding scouting has to change, I think. It should become a true privilege to get scouted. Only good artists that have proven themselves should be scouted. There is a clear division in the Art Portal, scouted art and unscouted art. The unscouted art is for anyone, whether it's crappy drawings or work-in-progress stuff. Pretty much anything goes (given that it doesn't break the rules, ofcourse). Then there's the scouted art, which is made by scouted artists. Think of these artists as featured artists, selected for their skills and reputation. Needless to say, that should be a small amount of artists.
So try to think of it like that. Think of it as if there are two Art Portals, not one portal that you need to get permission for. I think this is what the scouting system was set out to do. Just my thoughts.
