regardless of the distance, you are still trading off your damage output for easier to hit rockets. crutch. the main factor of rocket launchers is the splash damage which is why you don't necessarily need the rockets to be fast in the first place. the only classes that you will have particular trouble killing off of a rocket jump with default would be maybe another soldier or a heavy, unless they are overhealed, because you can just fire three rockets straight up without having to worry about reloading
it takes 0.92s to reload a rocket with either the ll or the default so i guess if you consider 1 second to be close.. it takes about 1 more second to do the same damage you could with the default. a lot can happen in a second
