Before you get mad, and freak out for no reason, I just wanted to say that this is an idea I came up with and I wanted to share it with you all. If you don't have anything good or constructive to say go flame so other topic.
Now I don't think that this would ever happen unless it had MASSIVE support from all the newgrounds users, but I think it would be fucking fun to do! Okay, so here goes...

YOU CHOOSE! 2008 Mod Elections!
There are about 60 forum Mods. Mods are greatly privileged users who are currently picked out by other Mods. Mods duties are basic but also complex. They are the Police of the Newgrounds Bulletin Board System. The basic function of a Mod is to make sure that the NG Forum Rules are followed by all users.

New Function 1 - Moderators Implementing New Rules
Mods or "Moderators" are the congress of Newgrounds. New rules or laws can be implemented by the Mods, but not without a vote.
If a Mod wants to add a rule, such as; "typing lol without nothing else will result in a 3 day ban", it will have to be voted upon by all of the other Mods.
All Mods must vote YES or NO for the new rule to be implemented. If the new rule passes vote in the "Congress of Mods" the new rule is then passes up to an Administrator for review.
This will be the "Review Stage". The Admin/s can choose to VETO the rule, or the Admin can allow it to go into function.

New Function 2 - The Amount of Total Mods and First Election
There will be a total of 45 Mods at all times. This meaning, some of the current Mods will have to be eliminated, or voted out. It is necessary to have an uneven amount of Mods when it comes to voting for rules.
There will be a total of 9 parties. Each party will run in groups of 5. This equals out to be 45 Mods total.
Right now there is a total of 59 Mods. Stamper, JohnnyUtah, and bob will be labeled as Staff members, and will not count; bringing the total to 56. Somehow, we need to get the number down to 55 to have an even number of parties running for Mod positions. The Mod with the least amount of activity will automatically be eliminated, or one of the staff members can choose to be on a party to make everything even.
This means, to begin with, there will be a total of 11 parties running for Mod positions. Users will be able to vote for 9 parties, ultimately eliminating 2 parties at the end of the elections.
A total of 10 Mods will no longer be Newgrounds Moderators for the time being, but they will always have an opportunity to run again.

New Function 3 - Future Elections and Mods
Every 3 months, 6 months or even a year another Election will take place.
Any number of parties can be formed to run for Election. The party requirements would be simple. Any 5 Newgrounds users would form together to make a party. They would then be able to write 1 statement of why they should be chosen to be Mods.
The Admins would review all of the parties wanting to run in the Election and then pick the 3 best parties. Those 3 parties would then run against the 9 current parties.
The Election would go on for a certain amount of time, such as; 1 month to 3 months. Whatever amount of time that would be needed for the majority of the NG BBS users to get their votes in and calculated?
Once again, each user would vote on 9 parties. The parties could be the current Mods, or the new Mods. The turnout could keep all the current Mods, or add the new parties as Mods.

Why Would This System Be Good?
Although, this new system would raise eye-brows and possible make already current Mods mad, as it would adding Democracy to a Dictatorship. It will ultimately be the best solution for having an organized, fun and fair BBS.
This system would encourage NG users to make better posts, follow the rules and help in the Where/How section for the sake that they could someday become a NG Mod.
This system would encourage Mods to be nicer, more helpful and less "dictator-like" for the sake of losing popularity among the BBS users.
The Elections would be fun and eventful! It would be completely original and attract new people to becoming good regulars.
The users would feel as if they had the power to choose, like voting in the Flash portal. It would raise moral among all the NG users.
This system would eliminate in-active Mods, and would make current Mods more active in the long run. Mods would be encouraged to be online more, and do a better job managing the NG BBS.
Some would hate this idea at first, but in the long run, everyone would be excited to take part.
I have a dream, that someday, sometime, Newgrounds will be a full DEMOCRACY! USERS CHOOSE!
