If you'd ask me, I'd say they lack a more aggressive hand and a more strong approach to certain situations.

The larger the committee, the less gets done. Plus no one wants to seem gung ho in the age where the news cameras are always on the action. If UN/NATO sent in troops in an agressive manner, sure shootin youd have some analyst on the evening news criticising the move.
Bad press tends to undermine legitimacy.
