See for yourself.
For some reason, the sync is dreadfully off when the scenes are played in succession; but when played by themselves, they're perfect. Can anyone help me sort this one out? I don't want to release this Flash to the Portal until it's fixed.

Try streaming the sound. Usually that's the problem when people have it as an event, and it helps so when people stop the movie it pauses music too. To do so, click the frame with the music and then where it says event or whatever type you have it on, make it streamed.

It's ALL streamed. The problem obviously lies elsewhere. Any ideas?

No, but post it on swfup.com or something, and if still has the problem, just move it back 20 frames for the music and make it so that it mocks and acts as if it was in the right place. That's the best suggestion I could have, because I have no idea what any other problem might be.

Choose one of the two >

1.
Get a sound/music file that goes for the length of your movie, then add it on another layer, streamed.
Edit this sound so it's completely muted (You can edit it via the button next to the Stream/Event choices).
This will act like a guide for the other sounds, and they should play normally.
2.
Increase the sound quality. (File > Publish Settings > Flash Tab > Stream - 'Set', Increase the number {Picture below}) Although the downside of this method is that it increases the file size.

Those aren't viable solutions because the movie is broken up into 18 individual scenes, yet the sync problems carry over from scene to scene. It seems the sound loads faster than the picture, except on scene 11, where the opposite is true.
Here's a new idea: Take a copy of the .fla file, see if you can fix the sync, and share the results via Rapidshare or a related site. I'll co-credit anyone who can fix the problem.

Here's a rundown of what to watch for:
Scenes 9, 10, 11, 15, 16 and 14 have the worst sync. See if you can fix it. I'll go back and try some things myself. Tell me what you find.

easy, just change the sync to LOOP. That way it will continue to play even past its end on the timeline.

To stop playing the sound (such as at the end of the movie), use sync stop.

That's STILL not it! I provided a copy of the .fla file so you could take a look at it for yourself. Look before you leap.

Hey man, I was having the same issues. Anyways I ran into this post and it solved my problem (played fine when I tested it as a scene but the sounds were off by a 1000 frames when exported as a movie)

If you see TheL1st, thank him:

put your sounds in seperate movie clips, ino it sounds like a pain but its necessary for good flashes
this removes ALL syncing issues because the sound cant get ahead of itself if it doesn't exist yet
