Have you sat down and looked at the group most associated with the word "terrorist"? They make it very clear they want to kill as many non-believers as possible, and in fact, they have on a fair number of occasions tried to kill as many people as possible. The only thing that really stops them from using some of the larger weapons is merely the fact that they lack the funds to obtain the services of scientists and engineers required to develop such weapons.
The only honor you could possibly attribute to them is there devotion to their beliefs, that is about it, and since a majority of them are of some extreme religious background, they do that poorly, as most faiths are geared to being peaceful or non-violent.

The reason why they blow themselves up amongst their enemies is because they are basically garaunteed a ticket into heaven with Allah and their 42 dark haired virgins. There also is almost a limitless supply of willing human weapons, all ready to meet their maker.
As for using chemical/biological/nuclear warfare I already addressed, they simply can't get the scientists and engineers for such weapons easily. That isn't to say they can't buy the weapons or people required, the problem is getting the people to work for you, or to sell to you. Sure the former Eastern Block is full of them, both scientists and weapons, but those countries have a lot to lose if a nuke goes off, a truck load of sarin gas leaks, or if some biological weapons is accidentally unleased in their country. This isn't even taking into account the logistical problems with getting the weapons in place.

Incorrect, for a number of reasons. Firstly, mass-murder would be very difficult by that sort of method.
Secondly, they want to cause terror, so they need their acts to get as much exposure as possible.
Thirdly, a huge amount of terrorism is religiously influenced, and in these ideologies it is necessary to sacrifice yourself to gain the desired reward.
Just on the last one, these people aren't terrorists so much as they are tools used by terrorists.

People need to remember that anybody who uses violence (or threats thereof) for political or religious reasons without proper respect for civilians is a terrorist. Suicide bombing =/= terrorism.
Bombing a hospital is terrorism, it doesn't matter if the bomb blows from a persons belt or falls from an US airplane. People seem to forget groups like IRA and happenings such as the mining of civilian ports in nicaragua just because of 9/11. It's terrible that those 3000 people died, but there are a lot of worse attacks happening everyday, both from states and paramilitary groups.
Also, all over the world western countries put billions into protecting a few people from terror attacks that MAY come, instead of putting that money into projects that prevent many more deaths. I mean, the Iraq war for example, has already cost 480 billions according to this site:

But it isn't something good that it does. However, comparing old people dying of heart attacks (which is something rather natural that we can't do much about without letting many other people die) to tens of thousands of children dying of starvation (something that is rather "unnatural", considering we can very easily prevent it (compared to the same number of heart attacks) and it's not like they are old and were gonna die anyway) isn't very fair, or even smart.

Terrorist attacks seem to be designed to kill as many people as possible. (Thereby instilling terror, hence the name terrorist).

I'm not sure you comprehend the logistics of such a plan:
1. A large number of Americans have well water, only city water supplies would be affected
2. City water undergoes extensive cleaning and filtering, after that point it
3. There's a lot of water, and a good bit of it goes to bathrooms - not human consumption. Therefore, you'd need a whole lot of poison in the water to make any noticeable impact (I guess it depends on how much of your poison is needed).
4. If you're going to dump in massive amounts of poison, the logistics get difficult. How will you pump in the poison without anyone noticing? Where? If anyone has even a suspicion that the water is poisoned, the government can just issue an alert and people will be forced to use bottled water - defeating the plan holistically.
5. If people get too freaked out, they could just choose to distill all the water at their home. That would remove nearly all the solutes in the water, and have a very high probability of taking out your poison.
6. Heck, I could see companies churning that out as a house-hold appliance, home distillation machines.
7. People might just offset the paranoia by drinking bottled water and soda, defeating the terror.
So in reality, its more likely that terrorists don't poison water supplies for logistical and tactical reasons, rather than moral reasons as you proposed.
