is there a program that you can create 3d characters with a rotating thing where u can rotate yur character, then when yur done import it to flash??

Yup Swift 3D is good for flash and the best for D vector animations.

Swift 3D is a program that is compatitible with flash for 3D. It costs money though, it isn't free.

Swift 3D is the best and easiest to use for Flash out there i believe!
