It's the same book. Yes, it shows them the dangers of rivers, because otherwise they might drown. It shows them how to avoid certain people, because it could get them killed or in jail. And it has a big picture of a Mexican with forged papers, next to this text:

"DON'T USE FALSE DOCUMENTS OR DOCUMENTS THAT DON'T BELONG TO YOU, AND DON'T DECLARE FALSE NATIONALITY

If you try to enter with false documents o documents that belong to another person, keep the following in mind:

The use of false documents or documents belonging to someone else is a federal crime in the United States, for which they can process you legally and you may end up in jail; also if you declare a false name or say you are a citizen of the United States, when you aren't."

The booklet emphasizes in several ocassions that the correct way of immigration is through the obtention of a passport, visa, etcetera.
Do you honestly believe, for whatever reason, that a government encouraging illegal immigration to another country somehow makes more sense than a government merely looking out for the personal safety and well-being of its citizens?

They encourage it because it moves $30 million from our economy to Mexico's every year. Mexico has nothing. Sure the have some resources but they are desperate enough to do whatever by any means to get a source of income. Tourism just doesn't cut it. Besides, you try dressing up as a poor man and ask for medical treatment at a hospital in Mexico. They will not give it to you because you have no money. It's an ongoing trend only visible to those who chose to keep their brain instead of embracing their misleading emotions.

$30 million is an insignificant number for an economy the size of Mexico's. Mexicans don't move to the States because their country is in political and economical chaos, they move because of income inequality, particularly regarding the rural and quasi-rural population of Northern Mexico, rom where most immigrants happen to come from. A minimal fraction of illegal Mexicans comes from cities.

Healthcare in Mexico has the same difficulties than elsewhere in the developing world, but in no way do they refuse to treat people because they "don't have any money", not any more than it would happen in the US, at least.

Sure that conditions in Mexico aren't the best, but in no way they're sending people to their deaths in order to destroy the American economy because they're "desperate for $30 million". If you truly believe that, you're insane.

You thought the US government was corrupt, go to Mexico away from all the touristy attractions. You see, I am not the insane one. Besides, even if Mexico's economy does not change much from 30million a year they got "A penny saved is a penny earned" down. And what deaths are they being sent to? OMG the freedom!!! ITS TORTURE!!!!! And if they are moving because of "income inequality" whay should that be passed on to me?

That makes no sense at all. For one, the Mexican economy isn't in shambles. I wouldn't say it's thriving, but it's pretty solid, specially when compared to other countries in the region. What's difficult for first-worlders to understand is that, in Latin America, a sound macro-economy does NOT equate with social development or improvement. The economy doesn't need money. The government doesn't need money. What they need is an administration that actually knows how to spend their money, since they've pursued a long-lasting policy of funneling the cash into a mess of red tape, corruption and ineffective projects and social programmes, instead of improving the quality of life of the large rural population, or at least giving them an incentive to move into the cities, where there's at least a more decent level of functionality.

However, you're saying that they're so desperate that they're resorting to saying to their people "GO AWAY AND SEND US MONEY FROM AMERICA". That's both insane and paranoid.

Uh, the hundreds of deaths that take place every year in the border? Remember? The ones that the booklet tries to prevent?

Also, how on earth are the Mexicans affecting your income? Can your dad no longer clean shit from toilets or hold his temporal job at a harvest?
