i feel so sorry for that man. i can't imagine having arms like that. i hope they find some sort of cure for him. having a condition like that must be awful.

What the guy has is the human Papilloma virus (HPV) and a fucked immune system.
HPV cause warts to form and grow on a persons body. They may or may not be isolated to the genital area depending on the type of HPV. Obviously in this mans case they are not. Under normal conditions a persons immune system is capable of limiting the growth of the warts. Since his immune system is depressed this isn't the case, and the warts grow constantly and with out bound into what are know as cutaneous horns.
There is some hope for the guy, as there are treatments which can limmit the growth of the warts, and surgeries could remove the current growths.
Makes you realize that maybe you don't have it that bad after all
