Hello, please give me an explanation.
How is possiblle that I (user 9 level) have voting power 5.14 and first user(Pimp 51 level) has voting power "only" 9.21 if there is difference 40 levels:)

VP is calculated by level and B+P rank. Pimp has a very low BP rank so his VP is lower than you would think.

Is 10.00 the highest possible base voting power you can have? I don't mean total like with a b/p rank bonus. Just base vp.

Yes. 10 is the highest.

also, after level 9, unlike in the previous levels, your base voting power goes up much slower (so say in the past, every level= 0.5 voting power rise, now, every 1000 exp=0.50 extra)

well... 10 is the highest if you only count the VP of your lvl... but your rank helps a lot
I should have a VP of 5.29 votes, but with my Rank: Staff Sergeant (24%+)
I have a VP of 6.66 votes
