I got told to put it in here.
So, I have a problem with this new computer.. Anything that uses USB doesn't work on it, it has the slots, but it just doesn't show up. I checked Device Manager, and behold, I don't have anything to do with USB controllers, ports or anything, so I think this is why.
Is this a hardware problem or do I need to download a Driver?

Potentially it could be either. Did you buy the computer from somewhere like PC World or Dell, or did you or someone else build it from scratch? If it's the latter, then it's possible the USB ports weren't connected to the motherboard. If the former then the most likely problem is USB drivers, which you should be able to get if you perform a Windows Update (assuming of course it's a windows machine).

it is from a third-party seller, like they get the computers, and sell them. Thanks, I'll try that.

if your computer is new, most USB devices now (eg USB sticks) are plug and play- no installation required and little space required- thus their success. so, i think you should have a look at this

Your USB connection could be disabled in your BIOS. That would be the first thing I would check, and make sure everything for your USB settings says ENABLED.
If you can't find your USB settings in your BIOS, you can always try clicking "Set Defaults" in the BIOS menu.
With a computer problem like this your need to be more specific about certain things. Like your type of motherboad, type of computer, is it custom, what operating system it is? What are you trying to connect to your USB ports? Is it the front USB ports, or the direct motherboad ports. What have you already tried? ect. ect. ect. A simple problem like this could be a numerous amount of things depending on your setup.
