well, from my experience, its a useless post- it does nothing in the discussion. also, the "not all caps" bit is smartassing round rules and should get you banned

Assuming the "blah blah blah" part was in all caps [regardless of what it was or how in depth it was]. It is still breaking the "ALL CAPS posting." Rule. Although it is not in all caps the rule is enforced in conjunction with the "Attempting to smartass your way around these rules." rule. (As BlueHippo insinuated).
