If you choose Library, hit Ctrl + L to open up the library. From there, you can drag it onto the stage.

Lol, putting music into flash is basic lol... you explained it perfectly and he STILL didn't get it lol. Noobs on newgrounds frustrate me lol.
If you know how to use the "layers" feature, then this should be easy. If not. You need to worry about learning how to use flash before you start thinking about using music. Anyway I'll do my best to explain it.
After importing the song into your library (I'm assuming you know how to do that by now), you'll need to open your library window. To do that, go to window>library. The library will pop up somewhere.
If you want to be able to see how long your music is playing for and all that, you'll need to insert a separate layer. To do that, go to insert>layer.
Once you've inserted the layer (you'll see it in the timeline), select any frame from that layer. Just click one of the rectangles. After that, go to your library, find the song, and drag it into the frame. You should see a bunch of squiggly blue lines inside the layer now. To make the music play for longer, drag the last frame of the layer over to the right for as many frames as you'd like it to play.
If you want your music to stop when the movie stops, make sure it's set as a stream. Select the music layer and go to properties. There's an option to change it next to the "sync" sign.
