Ok, you can find some of it on newgrounds, and you can also find some in keygens... Not advocating the use of them. keygenmusic.net is a good site (perfectly legal) to download this stuff.
For production, you will want to use Video Game samples and synths. Tweakbench is a good site for them, especially Toad, a VGM drum machine! Here are two more awesome freeware plugins. Syntendo is great for those modulating beeps you hear a lot in VGM tunes. Be warned, it does not hold single notes, it only modulates using LFOs (I think). Magical8BitPlug is a simple VST that is useful for VGM, because it has the basic waveforms, asdr control, and bending modes. Its definitely worth a download.
Now that you have all of these synths to use, download FL Studio. Once FL studio is installed, put all of the files within the archives that you downloaded into the folder C:/Program Files/VSTPlugins. Then, go into FL, click "Channel", "Add", "More", "Refresh", "Fast Scan (recommended)." And select the one you want.
