No, IP will always be on your computer I believe.
That's entirely dependent on how his ISP has their service set up. Some ISPs assign a static IP address that doesn't change unless you change your service. Other ISPs assign dynamic IP addresses that change every time your reboot your router (or when the DHCP lease runs out in a week).
At any rate, does Newgrounds have a method to block his MAC address? Those can't be changed (only spoofed), and you probably have his MAC address buried in your logs somewhere anyway.
