It can't be done with just HTML. You need to learn PHP and MySQL, plus you'll need a host that supports PHP & MySQL.

He don't need PHP or MySql specifically, he needs server side logic and a storage system for the logins.

he do actually need mysql and php. Html is not needed cause html is just how your site is looking. so. did you try this?

Or he can use ASP, or use CGI, or one of the other options out there, PHP isn't the only language capable of doing things like logins.

Why dont u just google for "Login System" and if u like, specify the lenguage u want it in... theres some easy to follow guides out there.
