First off, big post I know....also this is a nonprofit project, just something fun I've been working on. If you're still interested in helping out for free, continue reading.
Well I made this game Custom Cars way back in 2003
Then I helped with Drag Racer 2 and Drag Racer v3 a little after. Thing is I only made the graphics in Drag Racer, and Custom Cars is so poorly made because I know just enough action script to scrape by.
But I've been wanting to make a 2nd version of Custom Cars except obviously with improved everything. Now if you think I want to just make another clone, you'd be mistaken... I've got a lot of original ideas I'd like to try out, something newgrounds hasn't seen. So this may call for more than just one programmer, but if you're interested contact me.
Anyway, let me get to what the game would be about...
Custom Cars 2 (name may change...because it's pretty lame)
Instead of just a customizing car game, I want to add a bunch of RPG elements. Create a character, buy a car, get a job, do some street racing, get sponsored by a company, win money, buy parts, buy clothes, rent apartment, buy stuff for your place, etc etc etc etc.
Gameplay aspects
Garage/Shop: Side view of car, view parts, stats (basically same as how DR and CC look)
Racing: Top down view of car and streets. This would be the difference than the rest. Doing a top down racer would add a lot of detail to the game mechanics and race types rather than just 'Drag Racing'. You could not only drag, but do circuits with drifting. Would also help out with the RPG part of the game. An example would be instead of just clicking a image of a building, you've got to get in your car (or run, GTA I and II style) and go to your destination.
I can't think of anything else at the moment because I don't write notes. But that's basically the jist of it. New car game, cooler than the rest, HUGE project. If it turns out well, who knows, it may become profit or at least other projects may arise that are profit.
