Well, Macromedia have patented virtually every single aspect of Flash, so there aren't any FLA/SWF makers for free. If you want it done right, it's gotta be Flash. Flash 8 is pretty cheap now, as CS3 has come out, but 8 is fine for almost everything, except AS3 lol.
