How do I fade using VCAM?

I'm not sure you can.
Wouldn't it be simpler just covering the whole stage with a black square, add a motion tween, and set the Alpha to 0 on the first keyframe, and 100 on the last keyframe of the tween?

If it's on the top layer, there's no reason that shouldn't work.

You don't need a v-cam to fade... all you need is a big black square motion tweened from 0% alpha to 100% alpha effect.
