if u have a adsl then u got to unnplud a cord for ten secounds then try reseting the ip again if that doesnt work go to properties only if u got a xp i think casue i remember when i had 1.
Well most likely you have something bad like spyware. Download Hijackthis and post here a log. I can analyze it for you.

Then it's just your ISP cutting down your internet because you reached the limit. You COULD consider actually contacting your ISP!
This happened to me a few weeks ago. Problem for me was that I just had to much stuff on my computer. (e.g. Flash documents, videos, word docs, etc.) Because I had too many programs, it was slowing down the computer and just shutting it down altogether.
I deleted a lot of programs that I did not use anymore, and moved most of my files onto a CD-RW, so I can keep writing over the disks to be able to burn new items.
You may have the same problem as me, maybe not. I hope I could help.
