Even though they use Maya, it would probally be simpler to use Flash.

No dipshits they have little pieces of paper (like stan's hat, different eyes) and they lay them out on a special table with no specific lighting and take pictures directly overhead. Remember the old south park intro? it began with the animators putting on the pieces of paper.

No dipshit, In the beginning southpark was construction paper. Then it switched to CGI.
They work with Maya because a lot of tiny effects cannot be achieved in flash and it is probably better for the work flow and export to the big screen.
