since this isnt my computer and i cant download stuff onto mine at home cuz it already runs slow enough can you make flash on paint???

You could probably make sprites, and maybe pixel by pixel / frame by frame work, but you couldn't export it as a .swf with only paint.

you cant make flash with paint, but u can make paint with flash :P. You could probably make a GIF animation or something using paint and a GIF animating program.

YES. But you have to buy the super extended Paint Extreme© edition for 1000 pesos though :(
