Well he could say life is like a box of chocolates with out a key, but that would suck, his character is pretty simple and its from an older time perhaps they weren't that common back then and more importantly does Forrest even know what it means maybehe just references it cos hes eating chocolates at the time. It could have had a more direct simile (Life is like a lucky dip) but the chocolate box one stuck, I doubt the cinematic appeal would have existed regardless.
