It's been a while since I actively flagged abusive reviews, but in my experience, as long as comment is positive and the review gives a positive score, it's ok.

This was at least 2/3 weeks ago. They have been LONG deleted.
It turned normal whistles in bronze for their first time flagging. Also it left them so close to silver (only a few reviews away!)
It turned my garbage almost into bronze. I only flagged a few more after and got the BRONZOR!

The first link doesn't have an abusive review. If it only talks about one's flash, and it's not short and stupid, it's not abusive. If you flag that, you will LOSE a whistle point. Just to let you know.
