If he added a preloader as well as music, I would call that a major change or atleast a change and the rules say:

maybe not... they are useless and short (or may have been deleted) but they half of them don't seem abusive (because somehow, short crappy reviews, the majority of the time, dont get deleted, but flags get cleared without penalty...)
