Flagging a flash does give more points than flagging a review, that has been said before, the number of points you get from flagging a flash depends on your whistle level I belive. Which makes it harder to estimate how many points you need to advance.

Regardless, what I heard a while ago was that pointes from flagging a flash are diffrence depending on your whistle level, I don't know if this is true or not. And I know the more powerful the whistle, the less it will take but that doesn't mean points aren't allowed to differ between levels.
