Blowing the whistle on every resubmition is how I broke my whistle before the redesign, if it didn't pass the first time, there's not much chance of it passing again. In my opinion, it's a waste of time flagging for that, vote 0 and move on.

However if it is a spam attack on the Portal, Wade would probably suggest blowing the whistle as stolen so it gets pulled quicker, but that hasn't been needed since the *chan raid.

also check the userpages of people who have left an abusive review (they may have left others) and front page entries. the bastards section and jerry jackson sections are also pretty good places to look.
