No, it doesn't, there are lots of people who have deity whistles,Tom Fulp or another admin decides who is, and who isn't. It also doesn't matter what kind of whistle you have when you become a review mod.

In a nut shell, pretty much. However, there is a strong correlation for higher whistles to review mods. There isn't a single stat used to choose who would make any kind of mod. Just having a deity whistle, though does help some, isn't only thing looked at. Activity, how good a poster someone is, how knowledgeable are they when it comes certain topics and especially newgrounds. Also, ban history can also come into play. Alot of things are considered when choosing. So all in all, modding people is subjective more than objective.

Well, that is not all way true. Let's say, a person who has a garbage whistle, is less likely to be choosen over a person with gold or deity.
