That's true, I deleted them without bans. Their hearts were in the right place though, thats why no bans were given.

Yup, basically you can blow the whistle on submissions that you strongly believe have broken the
rules. You can do this by clicking on one of the links on an under judgement submission page. You can also flag revies that you think have broken the review rules as well.

Yes. If users blow the whistle on a flash and it gets deleted, they earn more points than if they flagged reviews and the reviews got deleted.
