A lot of these just don't give any constructive criticism or just don't review at all, but just simply state where bugs are or asking how to do stuff. I'd also check the other pages. They're goldmines.
stating bugs IS constructive criticism. if something is wrong, you should be able to tell the author.
I wouldn't say things like that are abusive, and you may even lose whistle points on ones that explain there are bugs.
Remember, you are looking for abusive reviews, not unhelpful. The review guidelines aren't a bible of how every single review should be, they are more or less an outline of what a good review is. Unless somebody is literally abusing the review system, you don't need to flag it. There's a little minus sign there too for unhelpful or useless reviews. You don't get any points from it, but it tells the reviewer that their comments aren't exactly helping anything.
