Actually, it depends on the message of the review rather than if they can speak to each other. If the message is found to be abusive (perhaps through a translator) then it'll be up for mark, otherwise no, it wouldn't be abusive. Luckily, flooding is universal.

For people who may not know.

The user is just trying to get a high review count by reviewing with the same thing over and over. Actually just looks like an alt. made to post just to get abusive reviews.
