ramagi has been getting these "whistle points" for nearly 2 years now, since the system was implemented. Since you're not even at the bronze level yet (Which is extremely easy compared to gold/deity) it shows that you have barely gotten any points in the short time that you've had an account. Now, since ramagi is continually receiving whistle points (and is probably doing so at a steady pace which would be difficult to match) and the fact that she has a 2 year head start on you, it will be pretty much impossible to get an amount high enough to pass her and get the deity whistle.
Now, even if she were to stop getting points right now, it would still take you a very very long time to get past the amount she has at the moment. Not only that, but there are people that are still whistling and have been whistling long before you who would get to the deity whistle and raise the amount needed to have it even higher before you even get close.
Then you have to factor in your level of activity. If you had deposited every day since you signed up, you would have about 1,100 experience. Since you only have roughly 700, you missed about 40 days of depositing. If you miss that many deposits, it shows that you aren't that active as a whole, and since depositing could take about 2-5 minutes and you haven't even spent that amount of time here to do so, the chances of you being around when a submission can be whistled or finding some flaggable reviews are very low.
That's why you won't be getting it.
