how can you convert gif to swf

Please don't put me through the ringer on how this should be in the "where is/ how to" forum, but is there any way to convert animated gif files, as in pivot (yes, i know) into swf files that could be submitted to the portal? I can't buy flash (i don't have a credit card, nor 700$ laying around). Any help would be appreciated, thanks.

go to the flash tuts collection and find the flash download. add the gif into the animation and save then publish as SWF.
