Well, it would be helpful to read the posts infront of you, but I'll explain anyway.
You do not get any "whistle points" when you call a review abusive. That review has to checked by, and removed by an administrator. Alternatively, the user's account could get deleted. So basically, if you marked a review "abusive" and it gets removed, you gain a point.
I say "gain a point" figuring this is how the system works.
For each correct flag you make, you gain X points. If you have accumulated XXX points, you will gain a level. It takes more points each time you gain a level, to gain another.
It would really help if we had some numbers next to our whistle level.
e.g:Total whistle points: 11/25
