Control Panel > Display Properties > Desktop tab.
Simple really. Unless I misunderstood.

i dont use AlexJS' method, an easier way is on desktop, right click and click on "desktop" tab

You're going to have to tweak the Windows registry to achieve this.
Go to run then enter "cmd" and hit enter. The command prompt should appear.
Follow the directories to:
HKEY_CURRENT_USER\Software\Microsoft\Win dows\CurrentVersion\Policies\ActiveDeskt op
Set the Dword:
NoChangingWallPaper
1 to prevent , 0 to allow
-------------------------------
If the Dword doesn't exist, right click and create it in that registry directory.
There are a lot of things that can go wrong if you aren't experienced with the registry and you go tweaking unfamiliar things, so make sure you make a backup of it if you aren't feeling quite confident. This is simple though, so really, if you cause a lot of damage doing this simple task, you might as well place the computer in the garbage can.
