The cheapest you could get it would be from eBay.
Although if you want a new version, the cheaspest would be if you got a student edition. There's nothing really different about it, other than the huge 'EDUCATIONAL EDITION' stamped on the start up banner.

I've always wondered about the student editions... I know that you're not allowed to make money off them, but what if you won a competition and the prize was money? Also, I currently have the full version of Flash 8, can you get a student upgrade version to CS3?

Before I got the student vertion of flash installed by my school, I had saved my money to buy liveswift.... $150.... from some site that said it was the best.... Took me foreevr to get that much money and I got super ripped off....

Adobe produce the flash products. Right now the lastest is CS3 and it's up in the hundreds ($700 I think when I checked last). They might have a trial version. Flash in general can be used to make games, as far as I know there isn't a specific flash program released just for programming games (though there might be). If you want it cheap, someone you know who attends a university might be able to buy from their book store as cheap as $300, or there is always E-Bay. Hope I can help.

Adobe has the Flex2 Actionscript 3 compiler available for free download, but you'll have to know quite a bit in order to make something decent without a GUI to work with.
