all the time he spent depositing to hurt level-9-going-on-to-10 users has finally came around and he is now stuck with some ninja stars instead of the staff

It's true he is not the highets level.

However, he is still THE HIGHEST USERS, and even wtih the redesign, most of us will never even come close to him.

What happened to the levels bieng doubled? So me as a level nine should be at level 18 now, right?

No, you see the level requirements were lowered meaning that the gap between levels won't be so big. You were pretty low in the level 9 meaning that you would go up 1 level. I on the other hand went up 7.
