I don't really know about noob levels, but I always see level 20 and up as fairly intelligent.
Not meaning to include myself in that, I've just always thought that way.

I never really thought that ALL level 9's as Noobs. You have to look at their experience first, some are more deticated than others. It's easier now because the level nines have split up to levels 7-12. Now I see levels 7-9 pretty noobish, and levels 10-12 getting ready to become regulars.
