The reason your art isnt improving is because you keep drawing the same things over and over and in anime style. There's nothing wrong with drawing in anime style other than the redundancy of it, but the problem is you, like many people, are trying to do anime style before understanding how the natural structure of the human body works. Anime, like all art styles, is an exaggeration of of the human body and how it moves.
You can be the best colorist or learner in the world, but if you cant get basic anatomy down, your drawings will end up looking like mutants.
I am going to use the comic artist Liefeld here for a second. The guy does cool comic books, but he doesnt understand human anatomy at all. So his drawings look horrible.
Look how bad these are:
legs like a horse. knees right above the ankles.
Now see, you can do things exaggerated to a grotesque point and have basic anatomy and not lose your art style as well. For example there is Peter Chung. He's the guy who made Aeon Flux and did some bits for the Animatrix.
He, like Liefeld, makes his characters really bizarre looking. HOWEVER, Chung knows anatomy. So his characters, though weird looking, dont look like they grew up next to an oil refinery. They look natural. Bizarre but natural.
You see how much difference simply knowing basic anatomy makes? Its what keeps Peter's drawings from looking sickening like Liefeld's do, despite the fact that they draw very similar.
And Crazer, the best way to learn anatomy is to draw people.
Real people.
Sure, you could go to a library and read creepy boring "learn to draw anatomy" books for hours upon hours. But drawing people will teach you how to do it faster and it's more fun.
Grab some paper and a pencil, and have someone pose for you. Sketch them. Scribble them. Draw a friend or family member while looking at them. But do it fast. What you are trying to do is get in the basic forms. Dont worry about details. Eyelashes, pupils, all those trivial little things dont matter yet.
Just find someone and scribble them down on paper. Then look at your drawing and see if you captured the pose. If you got real close, well done. If not, try again with a different pose. Once you get that down you can draw ANYTHING.
Whether it be something like this or something like this.
And the first step to doing it is to draw what you see and have fun with it.

second, sorry zeckey, this was for a friend..welll, actually, i tried to make it look realistic as i could, but she uses anime..thought i should keep at it XP sorry, next picture will be as realistic as i can make it XD

Ok, sorry man, but I can't help but notice how you design the faces, remember, it's important that you use a proper layout to organize, before you start to get into detail, it takes no time. Just start with a circle, and make to intersecting lines, move and bend them to where your face will be turning. The vertical line will always start in the middle because if not the face would be in-symetrical, however the bottom line may be moved wherever you like, because it determines the jaw-line. Next, apply the eyes ABOVE the jaw line, the nose which will be in the middle, and the mouth which will be lower than the jaw line. Remember, the direct of the nose determines where the face is pointing, NO MATTER WHAT.
