Read the Constitution! It has all sorts of useful information, such as who appoints who, where things go, and the fact that the vice president is not only the tie-breaking vote in the Senate, but also maintains the Space-Time Continuum, assisted by the Action Rangers.

The president's nominations have to be approved by the senate in both cases, since the president nominates both the supreme court justices when a sitting judge dies, resigns or is otherwise removed, and cabinet members.
