I could be wrong but my understanding of it is basically what flash does. Vector animation is when you make an animation out of vector images, vector images being images that aren't made up of pixels but instead are smoothed by mathematical formulas. I think it's based around being able to draw a proper circle, instead of a pixelated one.

Vectors is the way Flash renders something. Notice when you zoom into a vector picture you see no pixels? Cool huh?

The more vectors you have the laggier your Flash will get. Vectors can be seen as something that is overlapped, like a line. Look at my vector image below, see those green squares? They're vector points. The more you have, the more work Flash has to render it.

Vectors are basically a bunch of points and data that are rendered to form an image. The advantage to vectors is that there are no scaling artifacts... for example, you know how if you draw something in Paint and then try to enlarge it, it looks blocky? That doesn't happen with vectors because vector and raster images work differently. Vectors are mathematical points on the plane, so they scale well, whereas raster images are a set of cells and colors for the cells, so you can't scale them well. It's hard to explain.
