I click the reg. point and it selects the entire MC im trying to 'work on'.

Is there some special way to change it? Or do you just click and drag?
Because click and drag is not working for me. :(

If I understand right you're just trying to edit a movie clip? Go to your library and open the MC, or just double click the MC.

No, Im trying to move the point of which the MC rotates around. The registration point. Its not working they way i thought it did.

You have to move everything else, not the point itself. Also, the rotation point can be different from the registration point. If you select the movieclip with the Transform tool, you'll see a small circle. That's the rotation point. It can be moved by dragging it around.
