Acually they had something similar here in the Uk during WW2 since our resorces were stretched so much a family (Depending on size) had a very limited amount of food. And afterwards they realised that people were becoming more healthier so they kept that idea for a while.

It doesn't matter whether they're healthy or not. As long as noone's trying to deny the health risks and they're clearly labeled, let people damage their own bodies if they want. It's not yours or the governments job to decide how much candy people can have, and what their bedtime is, and what's "best" for them. It is an individual's choice whether they think the temporary effects of a drug outweigh the longterm effects. And sometimes we do! If all we did was physically healthy, we'd never have any fun!
